Qualified Vehicle Modifier Programs (QVM)
The safest limousines that have been manufactured are part of a QVM (qualified vehicle modifier) program.
QVM limousines are the safest, strongest made. A vehicle built to QVM standards has passed mandatory FEDERAL MOTOR VEHICLE SAFETY STANDARDS (FMVSS). FMVSS testing includes a barrier test, 135 break performance, 301 fuel system integrity, collisions in the front and rear, 208 occupant protection, collisions from front and side, and flammability tests.
Last February, a QVM limo containing six Japanese tourists plunged into a 40-foot ravine near Vancouver, British Columbia, and rolled several times -- yet all seven occupants lived.
The State of Alabama has no way of knowing whether a limo was converted to QVM standards. Not even the most basic factor in a limo's safety -- its weight -- is monitored.
Overweight limos -- laden with hot tubs or other bizarre accessories, or simply carrying more passengers than there are seat belts -- are unsafe, said Marsha Tortora, president of Empire Coach in Brooklyn, N.Y., and a former president of LIMO.
"The braking systems are calibrated to stop x amount of pounds at x speed in x distance -- and overweight cars don't do that," she said.
QVM limos are certified to meet federal standards of 7,100 total pounds -- including passengers, luggage and fuel.
